Project update - October 2009
Council Votes to proceed and names two possible sites
The Ashburton District Council has confirmed the Stadium Complex Project in their adopted Community Plan for the period 2009 – 19.
Formerly classed as a “proposal” by Council, the Project is now a “planned project” with budget provision and a time line to work to.
The Community Plan has budgeted for Council to provide up to $25 million in funding (including land costs if any) for a facility costing $30 million and for the facility to be started in 2012 and completed by 2014.
Council’s funding commitment has been made contingent to the Community through the Ashburton Stadium Complex Trust, raising at least $5 million toward the facility before the Council funding is made available.
Council has decided that funding of the loan amount required for the facility will come from a uniform annual charge to every property in the district regardless of the value of the property. This will see all properties paying approximately $136 in addition per year.
The Trust and Council are now engaging in formative discussions to ensure governance and forward direction is bound to the most advantageous structure allowing the best possible outcome for the project whilst ensuring Council’s increased financial commitment is applied to the Project.
This “Project Control Group” structure will provide transparency, accountability and sound fiscal management commensurate with Council’s increased contribution.
